Abstract

This study aims to conceptually integrate Maqashid Syariah as a strategic management framework for Islamic economic development. Maqashid Syariah, as the fundamental objective of Islamic law, provides a comprehensive ethical foundation for defining economic success that transcends conventional metrics. The methodology employs qualitative literature review combined with a normative-juridical approach and conceptual synthesis. The findings indicate that the ultimate goal of Islamic economic development is the realization of al-falāh (welfare in this world and the hereafter), which can be operationalized through Muhammad Akram Khan’s framework defining macroeconomic goals: Survival, Freedom from Want, and Power and Honour. Furthermore, for managerial performance measurement at the institutional level, the Maqashid Syariah Index (MSI) developed by Mohammed, Dzuljastri, and Taib (2008) is utilized, based on the objectives of Tahdzib al-Fard, Iqamah al-Adl, and Jalb al-Maslahah. The application of this framework ensures that development management focuses on achieving distributive justice (Iqamah al-Adl) and sustainable development (Hifz al-Nasl), thereby guaranteeing long-term stability and universal welfare.
